Europe speaks English because working languages of the EU when it was the EC (European Community) were listed as Dutch, French, German, and Italian. However, when additional nations joined, many of which spoke English as a second or frequently spoken language, the number of English speakers increased until English eventually became the most widely spoken language in the world.

British colonialism helped spread English throughout the world. English continues to be widely used or even recognised as an official language in many former British colonies.
